An escort is anyone who, for payment or hire, offers to accompany another person to social affairs or other events or activities in public or private environments. An escort bureau is a business that refers escorts to clients, in exchange for a fee or commission. Escort bureaus must obtain a license from the business tax. The goals for the permit and license requirements is to keep organized crime and other forms of criminal activity away from Beverly Hills.

Requirements for Escort Permit:
- Proof of age; applicants must be at least 21 years old
- Name and contact information, along with any aliases or stage names
- Residence history for 3 years
- Employment history for 3 years
- Name of the escort bureau employed with
- Authorization for the police to investigate applicant's background for moral wholesomeness
- Any other information requested by the police department
Requirements for Escort Bureau License:
- Application must be in the name of an individual; no licenses are given to corporations or partnerships
- All employees' names and addresses (with proof they are all over 21 years old)
- Approved fictitious names for business
- Consent for the police or sheriff's department to investigate applicant for good moral character
- Additional information may be required by the County of Los Angeles
